DOJ Report on Federal Bureau of Prisons

On October 12, 2022, in a memorandum issued by the Department of Justice Office of Inspector General to the Director of the Federal Bureau of Prisons, Inspector General Michael Horowitz expressed serious concerns that the Bureau of Prisons is reluctant to rely on testimony of incarcerated persons in misconduct investigations. The memo asserts that the agency has been requiring more proof than the applicable preponderance of the evidence standard in disciplinary actions for sexual abuse, contrary to the PREA Standards.
