Audit Requests for Proposals (RFPs)

If you are interested in forwarding a PREA RFP to all DOJ-certified auditors, the National PREA Resource Center (PRC) will do so on your behalf. To utilize this service, please submit a Contact Us form here. Please note, the PRC will only distribute material related to RFPs to conduct audits. The PRC will not contact all auditors or groups of auditors for any other reason.


PREA Auditor Search

Below is a list of all currently certified, previously certified, decertified, and suspended auditors. Auditor searches can be customized by location and certification status. Each PREA audit must have one lead DOJ-certified PREA auditor who is responsible for the conduct of the audit and all work products. A lead auditor can employ other DOJ-certified PREA auditors to function as secondary auditors or support staff who are not DOJ-certified auditors. However, it is important to know that auditors who have been decertified or who are on suspension may not participate in PREA audits, including as an agent of a PREA auditor. See 34 U.S.C. § 30307(e)(8)(B)(i). 

Agencies and facilities, as well as DOJ-certified PREA auditors seeking audit support staff, are strongly encouraged to check the list for the names of auditors who have been decertified and auditors who are suspended to ensure that the selected auditor and any support staff employed by the auditor are eligible to conduct a PREA audit.

Note that auditors who voluntarily surrendered their certification or were not recertified when their 3-year certification expired are still eligible to participate in an audit as an agent of a DOJ-certified PREA auditor.

Certified Auditors

If your facility or agency is seeking a DOJ-certified PREA auditor to conduct an audit, you may browse the list below to find an auditor to contact by selecting “certified” from the search menu. Additional names will be listed as pending certifications are finalized.

Auditors submitted the bio information found below. The PRC posted only those bios from certified auditors who consented and made only minor spelling, punctuation, and grammar changes.

Auditors who are Suspended

Suspended auditors include any individual whose DOJ-issued PREA auditor certification is currently suspended. The duration of a suspension is determined by DOJ’s PREA Management Office and may be extended for cause. During the period of suspension, auditors may not conduct any audits or audit-related activity, including as an agent of a PREA auditor. See 34 U.S.C. § 30307(e)(8)(B)(i). Agencies and facilities, as well as DOJ-certified PREA auditors seeking audit support staff, are strongly encouraged to use this list to ensure that the selected auditor and any support staff employed by the auditor are eligible to conduct a PREA audit. Formerly Certified Auditors

Formerly certified auditors include any individual who was formerly certified by DOJ as a PREA auditor. Reasons for no longer holding this certification include voluntary surrender of certification, not seeking recertification when the 3-year certification expires, failure to meet recertification requirements when the 3-year certification expires, failure to receive full certification status following the probationary certification period, and decertification. To comply with the requirements under 34 U.S.C. § 30307(e)(8)(B)(i), the PREA Management Office must publish the names of auditors who have been decertified, and the reason for decertification. Therefore, auditors who have been decertified by DOJ can be searched for separately from all other formerly certified auditors. Categories of Formerly Certified Auditors

  • No Longer Certified: Auditors who voluntarily surrendered their certification, were not recertified when their 3-year certification expired, or were denied full certification status following their probationary period are still eligible to participate in an audit as an agent of a DOJ-certified PREA auditor. To see the list of auditors who are no longer certified due to voluntarily surrendering their certification, not seeking recertification when the 3-year certification expires, failing to meet recertification requirements when the 3-year certification expires, or failing to receive full certification status following the probationary certification period, select “No Longer Certified” from the search menu. 

  • Decertified Auditors: Pursuant to the requirements under 34 U.S.C. § 30307(e)(8)(B)(i), the PREA Management Office must publish the names of auditors who have been decertified, and the reason for decertification. This information can be viewed by selecting “Decertified” from the search menu. Sandi has spent her 28-year career working with juveniles. Sandi is currently working as a personal safety trainer for Sam Inc. This includes training in de-escalation and safety as well as a scenario based training for Children and Youth workers throughout the state of Pennsylvania. Prior to this, Sandi was the Director of Residential Services for Tioga County Human Services. She managed a secure juvenile detention program, residential treatment program and the foster care program. Sandi has been certified as a trainer in Therapeutic Crisis Intervention, Safe Crisis Management, and as a facilitator for Family Group Decision Making. She is also certified as a Casework Supervisor through the Child Welfare Resource Center through the University of Pittsburgh.

William (Bill) is a Dual-Certified PREA Auditor and has conducted over 20 PREA compliance audits, including an agency audit, of state and privately-operated facilities all over the country. In July 2018, Bill retired from the New York State Commission of Correction, with over 34 years of experience auditing and assessing standard compliance of Juvenile, County Jails, Police lockups and Adult Correctional Facilities. He also has over 10 years of experience working as a Consultant and Technical Resource Provider for the National Institute of Corrections (NIC). Bill completed the PREA Auditor Training in February 2014 and became an DOJ Certified PREA Auditor in April 2014. he was recertified in June 2017. He was selected in May 2018 by the PREA Resource Center to serve as a Field Training Auditor (FTA) in the Auditor Field Training Program (FTP). Bill has a Bachelor of Science degree in Criminal Justice and is a Chief Warrant Officer 4 in the Navy Reserves and a Iraq War Veteran.

Jason presently serves as the Superintendent for Olympic Corrections Center in Forks Washington, he has been with the Washington State Department of Corrections for more than 24 years. He held custody positions through the rank of Captain. Jason also served as the Correctional Program Manager and PREA Compliance Manager. Jason continues to participate as a member of the statewide PREA Advisory Committee where he supports the agencies initiatives in safety for incarcerated individuals.

Carla is currently the PREA Coordinator for the Texas Juvenile Justice Department. Prior to this position, Carla was a Compliance Officer/PREA Compliance Manager at the McLennan County State Juvenile Correctional Facility in Mart, Texas, a facility of the Texas Juvenile Justice Department. Through her coordination and guidance, the facility did successfully achieve PREA compliance including receiving four exceeding standard ratings. She has also assisted in auditing nine (9) juvenile detention facilities in Texas since 2016. Carla has been employed with the Texas Juvenile Justice Department for twelve years.
