Mark is currently retired from service with the Los Angeles County Sheriff's Department, where he last served at the rank of Commander, overseeing the Twin Towers Correctional Facility, Los Angeles County-University of Southern California Medical Center Jail Ward and the Custody Command and Accountability Bureau. Prior to that at the rank of Captain he had been the commanding officer of the Custody Training Bureau, Inmate Reception Center, and the Twin Towers Correctional Facility.
Barbara Phillips is currently an Inspector with the Los Angeles County Office of the Inspector General. She performs audits and investigations. Previously, she was a Senior Investigator at an Investigative Firm specializing in Sexual Harassment and Discrimination claims.
Brian currently serves the Caroline Detention Facility as the Security Support Chief. In this capacity, Brian supervises the facility Training Manager, PREA Coordinator, Internal Affairs Investigator, and provides direct supervision relative to all security matters, accreditation programs, and maintenance functions. Brian has served the jail and prison industry for over 25 years and has been a certified PREA auditor since 2018. Prior to becoming a PREA auditor, Brian served as the PREA Coordinator for the Peumansend Creek Regional Jail in Virginia.
Edwin is currently the Compliance Specialist for Floyd County Corrections. He has been with the department for 19 years and served in various positions to include Policy Coordinator, Daily Administrator of the Work Release Center, Chief of Security, and Shift Sergeant. Edwin graduated from Columbus State University Professional Management Program in 2014, and holds a certification as an American's with Disabilities Act (ADA) Coordinator through the University of Missouri- College of Arts and Sciences, School of Architectural Studies.
Nicole has been employed with the State of Hawaii Department of Corrections and Rehabilitation (formerly known as the Department of Public Safety) since 2008. She is currently the Offender Services Section Administrator at the Women's Community Correction Facility in Hawaii. Before her current position, she was a Corrections Program Specialist II in the Department's Inmate Classification Office. While at WCCC she also served as the PREA Compliance Manager amongst other duties. She has also worked for the department in other positions as a Corrections Supervisor, social worker/case manager, and Pre-Trial Officer.
Edward Sweeney worked for 32 years in a large Pennsylvania county corrections system, starting as a Corrections Officer and ultimately served as the Director of Corrections for his final 17 years of county service. In addition to being a PREA auditor, Ed is a Certified Jail Manager (CJM), and a Certified Correctional Health Professional (CCHP).
