Brad is a DOJ-certified auditor for adult facilities. Brad recently served as a Senior Programs Associate for the National PREA Resource Center (PRC) Field Training Program. During his time with the PRC FTP team, Brad helped train auditor trainees with both hands-on experience in a facility and technical assistance in report writing of a gap analysis. Brad also assisted with PREA Academy Investigator Training (PAIT) as an adjunct faculty member for agency investigator training.
Prior to joining the PRC, Brad was employed with the Baker County Sheriff’s Office (BCSO) in Florida, for 25 years, retiring as the Director of ICE Operations. Brad also served as the agency’s first PREA coordinator. As the PREA coordinator, Brad helped write and revise facility policies in reference to sexual abuse and sexual harassment, developed facility practices associated with prevention, intervention, and response to reports of PREA allegations, constructed and conducted new hire orientation and annual PREA training with security and contract staff (medical and food service providers) and volunteers, and built relationships with community partners to include the local rape crisis center. Brad oversaw three successful audits conducted at the facility under the DOJ PREA standards as well as one conducted utilizing the Department of Homeland Security (DHS) PREA standards.

Matthew is a PREA compliance analyst for the Michigan Department of Corrections; Procurement, Monitoring and Compliance Division. His position assists in the development, implementation, and oversight of the agency’s PREA policy at its Northern Michigan locations. Matthew has over 15 years of corrections experience. Daniel is a DOJ-certified auditor for adult facilities, and has been certified since 2018. He is currently a Juvenile Facility Operations Supervisor with the Maine Department of Corrections, and has been in this role since June 2025.

From August 2021-April 2025, Daniel was a senior program specialist with the National PREA Resource Center (PRC) working primarily with the Field Training Program. Prior to joining the PRC, Daniel was the assistant jail superintendent at the York County (ME) Sheriff’s Office and was responsible for overseeing training and conducting investigations. During his last year with the Sheriff’s Office, Daniel was the acting jail superintendent.

Previously, Daniel was a police officer for the Wells Police Department where he worked for nearly 18 years. During this time, Daniel worked a number of assignments which included detective, school resource officer, and patrol sergeant. Daniel worked to create and maintain positive relationships between young people and law enforcement to help reduce the likelihood of them becoming involved in the justice system.

Daniel holds an Associate’s Degree in Criminal Justice.

Monica is a seasoned professional with over 17 years of experience in public safety, criminal justice reform, and investigative services. She currently serves as a Compliance Analyst for the Office of the Executive Secretary, Department of Judicial Services (DJS), where she supports Specialty Docket Services and drives initiatives that enhance accountability and system-wide compliance.
Prior to her role at DJS, Monica worked at Impact Justice for the National Prison Rape Elimination Act (PREA) Resource Center, where she supported federal, state, and tribal confinement facilities nationwide. Her work focused on strengthening the PREA audit process, fostering culture change, and delivering training and technical assistance across jurisdictions. As the PREA Coordinator for the Virginia Department of Juvenile Justice, Monica led statewide efforts in PREA implementation, compliance strategy, policy development, and stakeholder engagement.
Earlier in her career, Monica served as an Investigator and Outreach Specialist with the U.S. Department of Justice, Civil Rights Division, Special Litigation Section. There, she contributed to national investigations aimed at protecting the civil rights of individuals in confinement and promoting constitutional policing and correctional practices, which deepened her commitment to justice system reform through collaboration and strategic planning.
