Marlean has over 37 years of experience in both the adult and juvenile criminal justice system. She is currently the Juvenile Community Correctional Facility (CCF) PREA Administrator for the state of Ohio Department of Youth Services. She was previously the agency PREA administrator for the Ohio Department of Youth Services (ODYS) for over 5 years. Until February 2024 she was working back in a ODYS Juvenile facility as the facility investigator/grievance coordinator. Previous to ODYS, she served as bailiff and court administrator for Medina County Court of Common Pleas, was an adult probation officer and victim advocate. Marlean has facilitated PREA trainings across the State of Ohio since 2009 within the juvenile justice system educating staff on vulnerabilities of confined youth. She has also conducted PREA audits for Department of Homeland Security (DHS) since 2020.

I've been a DOJ-certified PREA Auditor for Juvenile Facilities since 2016 and have conducted numerous PREA audits across the United States. In addition, I've worked in the juvenile justice field since 2006, with holding a plethora of job positions and responsibilities across different juvenile justice agencies in Texas. Currently, I am a County Administrative Investigator for the Office of Inspector General with the Texas Juvenile Justice Department. In 2022, I earned a Master’s Degree in Criminal Justice Leadership and Management from Sam Houston State University and graduated with a Bachelor's Degree in Criminal Justice from Midwestern State University in 2006.
My main focus when conducting a PREA audit is to ensure the highest quality auditing services are provided at each stage of the audit process. With roughly 30 audits completed thus far and a 20+ year career in the juvenile justice field, I believe my experience and expertise of working with a diverse range of facilities and programs throughout the nation has afforded me the ability to conduct highly efficient and effective PREA audits in all types of juvenile justice settings.

Tammy is a retired education administrator for the Camden County Juvenile Detention Center. She was a correctional educator for both the state of New Jersey and the county of Camden for 25 years. Additionally, she provided instruction to youth at the Camden County Youth Advocacy Program for 17 years. For the past seven years, Tammy has been completing PREA audits in juvenile settings.
