Rebecca Bowker is an Executive Officer with the Iowa Department of Corrections. She has been instrumental in the interpretation and implementation of the Standards at the Men’s Maximum Security facility in Iowa for the last 14 years. Heather Baltz has an extensive and varied experience when it comes to sexual safety compliance and investigation over a 25-year professional career. Heather was a criminal investigator with the Metro Nashville Police Department for 15 years before moving into corrections and becoming a PREA Coordinator for a national company. She managed over 60 facilities nationwide and had over 120 PREA Compliance Managers and Investigators who depended on her as an SME for PREA guidance. She has been a certified PREA auditor since 2023 and has participated in the PREA audit process since 2016. Heather has experience working with jails, prisons, detention centers (DHS/ICE), and Community Confinement facilities of all sizes and stages of PREA implementation.
Heather is passionate about sexual safety and making correctional environments safer places to live and work. She is now an active auditor and loves to conduct training and TTA.

As the Assistant Secretary for the Women's Prison Division for the Washington State Department of Corrections (DOC), Melissa is focused on strategic initiatives that create a humanistic approach to prison operations. She has served in the DOC for over 33 years in many different operational capacities. Her true passion is improving prison environments by operationalizing the core principles of gender responsivity, reimaging prison with a trauma informed lens, and improving sexual safety.

Melissa has worked in many different capacities at 5 DOC locations in her career including: Superintendent, Associate Superintendent, Correctional Program Manager and Dean of Correctional Education. During her tenure she was the accreditation manager for American Correctional Association, was the Prison Rape Elimination Compliance Manager for two different prison environments and she has implemented trauma informed programming. Her passion is improving the prison environment for the safety of staff and those in her care and custody. Melissa earned a Master's in Social Work degree from Walla Walla University and has a minor in drug and alcohol counseling from Eastern Washington University. Melissa is an adjunct faculty for Heritage University.
