Catharine Wright is currently an Assistant Inspector General with the Los Angeles County Office of Inspector General (OIG). Ms. Wright oversees OIG’s Custody branch. Ms. Wright is responsible for overseeing monitoring, audits, and inspections of the Los Angeles County Sheriff's Department and its jail facilities. Prior to joining the OIG, Ms. Wright was a Supervising Investigator with the Los Angeles County Auditor Controller’s Office of County Investigations (OCI). Ms. Wright was responsible for leading criminal and administrative investigations of misconduct, fraud and other crimes committed by County employees, contractors and vendors. Ms. Wright was also responsible for leading specialized audits, investigations, management and operational reviews of County Departments as requested by the Board of Supervisors.

Darla O’Connor is the founder of Strategic Justice Solutions, where she channels her lifelong commitment to criminal justice reform into helping community confinement facilities navigate the complex challenges of their custodial populations. Her work is informed by more than three decades of leadership as the founding Executive Director of the Baton Rouge Community Transition and Treatment Center, a co-correctional, residential reentry program contracted through the Bureau of Prisons.

Over her 31-year tenure, Darla designed and implemented innovative programs that successfully supported individuals in their transition back into the community, fostering both accountability and opportunity. Her expertise extends beyond administration; she has extensive consulting experience, providing guidance to correctional institutions at the federal, state, county, and military levels. She is also a certified Safe Zone trainer and a graduate of the Reformation Project Leadership Cohort, equipping her to address LGBTQI+ issues and advance inclusive policies within the criminal justice system.

These specialized trainings, combined with her extensive operational experience, have positioned Darla as a trusted resource for working with some of the most vulnerable individuals in custody. She holds a master’s degree in criminal justice from Louisiana State University and is widely regarded as a subject matter expert in the field of residential reentry.

Ron is a retired Major from the Fairfax County Sheriff's Office. Ron served as the Commander of the Confinement Division where he oversaw a facility of approximately thirteen hundred inmates and commanded two hundred and ninety sworn Deputy Sheriffs. Ron has held numerous positions within the Sheriff's Office over his thirty year career. Tracy Hill is a certified PREA Auditor for Adult Prisons and Jails. She recently served as a Senior Program Associate with the Field Training Program (FTP) for the National PREA Resource Center (PRC). Prior to her role in the FTP, Tracy worked 23 years in the Travis County Sheriff’s Office in Austin, Texas, mainly in the Corrections Bureau. Tracy was paramount in the Sheriff’s Office’s implementation and certification of the PREA Standards in 2016 and served as the PREA Compliance Manager for the next four years for the Del Valle facility which housed over 2,600 persons in custody. Tracy also served as interim PREA Coordinator and PREA consultant for the agency during staffing changes. Her experience in the Sheriff’s Office included policy development, contract negotiations/approvals and implementation, capital budgeting, investigations, and compliance oversight for the Office’s programs for PREA, the Texas Commission on Jail Standards, and FBI/Texas Criminal Justice Information Systems. Tracy held an Advanced Instructor’s Certification with the Texas Commission on Law Enforcement and has over 15 years experience in training and developing curriculum in the fields of PREA and corrections. Tracy also owned and operated a private PREA auditing and consulting business, providing high quality audits for adult prisons and jails across the nation, as well as a ranching business for her hay and cattle farm in Texas. Tracy holds a bachelor's of science degree in Biology.
