Transgender Law Center Testimony before National Prison Rape Elimination Commission

This testimony, presented before the National Prison Rape Elimanation Commissions, describes the risks for sexual vioence that many prisoners face in local, state, and federal correctional facilities. The testimony begins with an overview of the areas in which individual and institutional bias against transgender people results in harassment, discrimination, violence, and alienation. The testimony specifically addresses the ways in which transgender prisoners experience sexual violence while incarcerated.
