PREA and Culture Change: Monica Lugo

This video is part of a series documenting the positive impact of the PREA Standards. Monica Lugo is the Prison Rape Elimination Act (PREA) Manager for the Tarrant County Sheriff’s Office, in Texas, and previously served as the PREA Coordinator for the Bexar County Sheriff’s Office. In this video, Monica talks about her pathbreaking work leading PREA implementation efforts, including running staff trainings, building partnerships with outside counselors, and adopting zero tolerance policies.

The videos are a very useful tool for staff trainings, and other PREA stakeholders—such as advocates, victim services providers, and health care professionals—can also draw on them for their work inside detention facilities.
