Cicily is currently a Program Manager who has conducted and led more than 17 PREA audits of jails, prisons, and community correction centers. Previously, she was the PREA Coordinator for the District of Columbia Department of Corrections for nine years and a Management and Program Analyst with DC DOC's Office of Audit and Compliance for more than a year. Ms. Harrington was previously a member of the Director's Transgender Advisory Committee, Transgender Housing Committee, and the Transgender Inmate Support Workgroup with DC DOC. Ms. Harrington has developed and implemented policies and procedural guidelines for confinement settings.

Steve is currently a Law Professor at Villanova University Charles Widger School of Law. Previously, he was the Chair of the Pennsylvania Commission on Sentencing. Early in his career, he was an Assistant United States Attorney in Chicago.
