The purpose of this standard is to ensure that inmates are held accountable for inmate-on-inmate sexual abuse through a formal disciplinary process that provides appropriate and measured sanctions commensurate with the nature and circumstances of the abuse, the inmate’s disciplinary history and sanctions imposed for comparable offenses by inmates with similar histories. Imposing consistent disciplinary sanctions demonstrates agency and facility commitment to sexual safety and helps deter sexual abuse.
