Below is a list of all currently certified, previously certified, decertified, suspended, and restricted auditors. Auditor searches can be customized by location and certification status.

Each PREA audit must have one lead DOJ-certified PREA auditor who is responsible for the conduct of the audit and all work products. A lead auditor can employ other DOJ-certified PREA auditors to function as secondary auditors or support staff who are not DOJ-certified auditors. However, it is important to know that auditors who have been decertified or who are on suspension may not participate in PREA audits, nor as an agent of a PREA auditor. (See 34 U.S.C. §30307(e)(8)(B)(i).) An auditor with 'Restricted' status may need permission from the DOJ PREA Management Office to initiate new PREA audits or complete PREA audits in progress.

Agencies and facilities, as well as DOJ-certified PREA auditors seeking audit support staff, are strongly encouraged to check the list for the names of auditors who have been decertified and auditors who are suspended, to ensure that the selected auditor and support staff employed by the auditor are eligible.

Note that auditors who voluntarily surrendered their certification or were not recertified when their three-year certification expired are still eligible to participate in an audit as an agent of a DOJ-certified PREA auditor.

Melinda has 28 years of law enforcement/corrections experience. She retired as a Captain from the Gwinnett County Sheriff's Office in Lawrenceville, Georgia. Melinda has been conducting PREA audits since 2014. Melinda worked as a consultant with The Moss Group from 2011 to 2022 assisting agencies in coming into compliance with PREA. She provides Technical Assistance for the PREA Resource Center as a Consultant assisting agencies in preparing for compliance. She also teaches Public Administration and Security at the collegiate level. Melinda also serves as an Expert Witness and Consultant in Correctional Issues.

Marlean has over 35 years of experience in both the adult and juvenile criminal justice system. She is currently the Juvenile Community Correctional Facility (CCF) PREA Administrator for the state of Ohio Depatment of Youth Services. She was previously the agency PREA administrator for the Ohio Department of Youth Services (ODYS) for over 5 years. Until February 2024 she was working back in a ODYS Juvenile facility as the facility investigator/grievance coordinator. Previous to ODYS, she served as bailiff and court administrator for Medina County Court of Common Pleas, was an adult probation officer and victim advocate. Marlean has facilitated PREA trainings across the State of Ohio since 2009 within the juvenile justice system educating staff on vulnerabilities of confined youth. She has also conducted PREA audits for DHS since 2020.

David recently retired from the Wisconsin Department of Corrections (DOC), where he last served as superintendent of the Black River Correctional Center. Over the course of his career of 38 years, David held many positions, including superintendent, deputy warden, institution business director, finance officer, and auditor. He has many years of experience performing audits and investigations, including for the Prison Rape Elimination Act (PREA). David currently conducts accreditations audits for ACA.

Maren Arbach is a program manager with the National PREA Resource Center working with the Field Training Program team. Maren previously worked for the North Dakota Department of Corrections and Rehabilitation as a training director, PREA compliance manager, PREA investigator, and then as agency PREA coordinator and the safety officer for the North Dakota State Penitentiary. As PREA coordinator, she oversaw the efforts in adult and juvenile facilities to maintain compliance with the PREA standards, created content for the training of staff, contractors, volunteers, and residents on the requirements under PREA legislation, and worked as a resource for the county and regional jails and community confinement facilities on issues pertaining to PREA compliance.

In addition to her employment at the ND DOCR, Maren operated a private auditing and consulting business.

Maren’s background spans many areas of the criminal justice system including direct resident care in a community confinement facility and juvenile group home, pre-sentence investigations, fingerprint identification, and training for law enforcement and court personnel. She has extensive experience in policy review and ensuring policy aligns with all applicable standards and case law.

Maren received certification as a PREA auditor for adult and juvenile facilities in November 2014. She holds a bachelor’s degree in criminal justice.
