Below is a list of all currently certified, previously certified, decertified, and suspended auditors. Auditor searches can be customized by location and certification status.

Each PREA audit must have one lead DOJ-certified PREA auditor who is responsible for the conduct of the audit and all work products. A lead auditor can employ other DOJ-certified PREA auditors to function as secondary auditors or support staff who are not DOJ-certified auditors. However, it is important to know that auditors who have been decertified or who are on suspension may not participate in PREA audits, nor as an agent of a PREA auditor. (See 34 U.S.C. §30307(e)(8)(B)(i).) 

Agencies and facilities, as well as DOJ-certified PREA auditors seeking audit support staff, are strongly encouraged to check the list for the names of auditors who have been decertified and auditors who are suspended, to ensure that the selected auditor and support staff employed by the auditor are eligible.

Note that auditors who voluntarily surrendered their certification or were not recertified when their three-year certification expired are still eligible to participate in an audit as an agent of a DOJ-certified PREA auditor.

Auditors submitted the bio information located below. The PRC posted only those bios from certified auditors who consented, and made only minor spelling, punctuation, and grammar corrections.

Marlean has over 33 years of experience in both the adult and juvenile criminal justice system. Most recently, she was the agency PREA administrator for the Ohio Department of Youth Services (ODYS) for over 5 years. She is currently working back in a ODYS Juvenile facility as the facility investigator/grievance coordinator. Previous to ODYS, she served as bailiff and court administrator for Medina County Court of Common Pleas, was an adult probation officer and victim advocate. Marlean has facilitated PREA trainings across the State of Ohio since 2009 within the juvenile justice system educating staff on vulnerabilities of confined youth. She has also conducted PREA audits for DHS ICE since 2020.

David recently retired from the Wisconsin Department of Corrections (DOC), where he last served as superintendent of the Black River Correctional Center. Over the course of his career of 38 years, David held many positions, including superintendent, deputy warden, institution business director, finance officer, and auditor. He has many years of experience performing audits and investigations, including for the Prison Rape Elimination Act (PREA). David currently conducts accreditations audits for ACA.

Maren Arbach is a Senior Program Associate with the National PREA Resource Center working in the Field Training Program. Prior to becoming a full-time staff member at the PRC, she worked as the PREA Coordinator for the North Dakota Department of Corrections and Rehabilitation and operated a PREA auditing company. She has experience working in juvenile group homes, adult community confinement centers, and adult prisons as well as conducting investigations and inspections of juvenile detention centers, county jails, and state prisons.

La Cole is retired from the Colorado Department of Corrections, where she last served as PREA Administrator. She has more than 30 years’ experience in corrections, having worked in prisons, community corrections and parole. With experience working as a corrections officer, parole officer and an investigator. She has held various management positions within a prison and community corrections setting. 

La Cole began working with the Prison Rape Elimination Act in 2004 and started the PREA program in the Colorado Department of Corrections. She developed the PREA policy and created the processes for the agency, and became the agency’s PREA Administrator. Under her direction, the agency became compliant with the standards. La Cole was certified as a PREA auditor in 2014.

She also has a Master’s degree in public administration and teaches criminal justice, management and public administration courses.
