PREA Cost Impact Analysis: Final Report

This document is the final report of the Prison Rape Elimination Act (PREA) Cost Impact Analysis, an effort to assist the Bureau of Justice Assistance (BJA) in the review of the standards published by the National Prison Rape Elimination Commission (NPREC) on June 23, 2009. This document assesses the costs specific to each standard, assesses variations within the cost estimates, and addresses a comprehensive view of implementation and compliance on a national level. It covers five sectors of correctional operations: state prison systems, state and local juvenile facilities, community corrections, local/county jails, and police lock-ups.

Contents include: executive summary, introduction, compliance analysis, primary cost impacts and their underlying causes, background and scope of study, methodology, and assumptions.

Appendixes are: underlying causes of cost impacts by sector, site by site characteristics and cost by state, approach to questionnaire development and data gathering, questionnaires, data reports, and standards summary.
