A good reversal on state prison rape

Gov. Greg Abbott is doing the right thing in implementing federal rules to prevent rapes in the state’s prison system. In doing so, he reverses a decision by his predecessor, Rick Perry, to reject the rules — sacrificing about $800,000 in federal funds to eradicate the problem at the same time.
