If your facility or agency is seeking a DOJ-certified PREA auditor to conduct an audit, you may browse the list below to find an auditor to contact. If you are interested in forwarding a PREA audit request for proposal (RFP) to all certified auditors, the PRC will distribute the document to all certified auditors. Carole's specializations include HIV testing and prevention and jail suicide prevention programming. She is also an adjunct faculty member at the University of Massachusetts Lowell.

Maggie Capel is retired after working over 41 years in adult corrections and community corrections. She has served as warden, deputy warden, assistant mental health administrator, and administrator of inpatient psychiatric programs for male and female inmates and therapeutic programs in institutions and community corrections. 

She obtained her BA from the University of Arkansas at Little Rock specializing in psychology and criminal justice. She is a certified alcohol and drug counselor and licensed social worker.

Lisa Capers is an attorney and the owner of Capers and Associates in Round Rock, Texas.  In April of 2016, Ms. Capers retired from the Texas Juvenile Justice Department (TJJD) in Austin, Texas after serving 24 years in the Texas juvenile justice system.  Currently, she practices juvenile and family law in central Texas, conducts PREA audits of juvenile facilities, provides correctional consulting and training specializing in PREA implementation, and serves as an expert witness in matters involving the Texas Juvenile Justice Code. 

During her tenure at TJJD, Ms. Capers was the Senior Director of Training and Organizational Development.  She supervised four program areas including the Juvenile Justice Training Academy, and the Prison Rape Elimination Act (PREA) Compliance Division. Prior to the creation of TJJD in 2011, she served as the Deputy Executive Director and General Counsel for the predecessor agency, the Texas Juvenile Probation Commission (TJPC), for 19 years. At TJPC, she was the lead architect of the web-based, statewide facility monitoring and auditing system known as COMETS (Compliance Monitoring, Enforcement and Tracking System) which is used to monitor 95 county juvenile facilities in Texas annually for compliance with minimum standards. She began working with local counties in 2006 to implement standards for juvenile facilities in Texas that were consistent with PREA prior to the actual promulgation of the national PREA standards.

Ms. Capers has actively worked with PREA in various capacities for over ten years.  At TJJD, she supervised the division responsible for achieving PREA compliance in all state-operated juvenile facilities in Texas and provided training and technical assistance to the 95 county-operated juvenile correctional and treatment facilities statewide. The TJJD PREA Compliance Division performed official PREA audits on 21 county facilities during 2015-2016 under Ms. Capers leadership. Lisa has been active in training juvenile justice practitioners on PREA and related constitutional requirements governing facility operations since 2007. Beginning in 2009, Lisa served as the Project Manager over the Building Capacity Project at TJPC, a partnership with American University’s Washington College of Law Project on Addressing Prison Rape in Washington, D.C. that developed a comprehensive PREA curriculum for Texas juvenile justice practitioners. Lisa does private consulting and training on PREA and is a frequent speaker on the implementation of PREA, culture change and constitutional conditions of confinement. Ms. Capers completed the Department of Justice (DOJ) PREA Auditor Training in Columbia, South Carolina in November of 2013 and became an official Department of Justice Certified PREA Auditor authorized to conduct audits of juvenile facilities nationwide in February 2014.

Ms. Capers has a Bachelor of Science degree in Business Administration and Finance and she received her Doctor of Jurisprudence from the University of Texas School of Law at Austin in 1991. Prior to her state service, Lisa was an Assistant County Attorney in Williamson County, Texas where she was responsible for all juvenile court prosecutions and child abuse and neglect civil cases in three district courts.

Judy is currently the assistant statewide PREA coordinator for the Florida DOC. In her over 12 years of experience with the DOC, she has had several roles in accreditation at the facility level, including PREA and ACA since 2006. She was responsible for the successful PREA implementation and accreditation at the facility level and has brought that experience with her to the statewide level. Judy has been in her current position since 2014.
