Auditors submitted the bio information found below. The National PREA Resource Center posted only those bios from certified auditors who consented and made only minor spelling, punctuation, and grammar changes.  

If your facility or agency is seeking a DOJ-certified PREA auditor to conduct an audit, you may browse the list below to find an auditor to contact. If you are interested in forwarding a PREA audit request for proposal (RFP) to all certified auditors, the PRC will distribute the document to all certified auditors. To utilize this service, please submit a Contact Us form here.

Please note, the PRC will only distribute material related to requests for bids to conduct audits. We will not contact all auditors or groups of auditors for any other reason.

Kenneth retired from the Federal Bureau of Prisons as an associate warden at FDC Philadelphia, Pennsylvania. Subsequently, he assumed duties as assistant superintendent at Ferris School for Boys (juvenile treatment facility) in Wilmington, Delaware, and deputy warden at the Lancaster County Prison in Lancaster, Pennsylvania. For the past six years, Kenneth has audited adult prisons and jails and juvenile facilities with the ACA.

Previously, he was a Fairfax County juvenile probation officer working with at-risk juveniles within the community, treatment centers, and other residential facilities. Jamaine also previously worked in the juvenile detention center as a counselor and assistant operations manager.

Carolyn is the acting deputy commissioner for the Maryland Division of Correction. Previously, she was the assistant commissioner/director of detention. Carolyn has been with the Maryland Department of Public Safety and Correctional Services for 25 years. In 2009, Carolyn left Maryland to manage a juvenile facility in Louisiana and returned to Maryland in 2011.

Oscar has served in the Hudson County Department of Corrections since 1989; he rose through the ranks from officer up to his present title of director of corrections. He has served on the executive board for the new Jersey County Jail Wardens Association since 2007, and is its representative as commissioner on the New Jersey Police Training Commission. Oscar also serves on the board of directors for the American Jail Association and the New Jersey Chapter of the American Correctional Association.

Bryan is currently the superintendent at a juvenile sexual offender program for the Kentucky Department of Juvenile Justice (DJJ), where he has been for 10 years. He has been with the Kentucky DJJ for 14 years and overall has 22 years of experience in the field working with juveniles. He also serves as an auditor for the ACA. Additionally, Bryan is a lieutenant colonel in the US Army Reserve, where he serves as command inspector general for the Southeast Area Medical Readiness Group; has 24 years of military service; and is an operation Iraqi Freedom veteran.

Director Baez-Sprague is currently a Community Corrections Center Director 2 for the Pennsylvania DOC, assigned to the Western Regional Deputy Secretary as a Staff Assistant. Since August of 2012, he has assisted the State PREA Compliance Division, State Correctional Institutions, and Bureau of Community Corrections Administration with technical guidance, the development of policy, procedure, and training. Angel has 14 years of experience in varying positions of criminal justice, to include juvenile probation officer, municipal police officer, corrections counselor, Contract Facility Coordinator, and Center Director. He has held Management positions as a Bureau of Community Corrections Contract Facility Coordinator, Center Director 1, Center Director 2, and Staff Assistant to Regional Deputy Secretary.
