Auditors submitted the bio information found below. The National PREA Resource Center posted only those bios from certified auditors who consented and made only minor spelling, punctuation, and grammar changes.  

If your facility or agency is seeking a DOJ-certified PREA auditor to conduct an audit, you may browse the list below to find an auditor to contact. If you are interested in forwarding a PREA audit request for proposal (RFP) to all certified auditors, the PRC will distribute the document to all certified auditors. To utilize this service, please submit a Contact Us form here.

Please note, the PRC will only distribute material related to requests for bids to conduct audits. We will not contact all auditors or groups of auditors for any other reason.

Marlean is currently the agency PREA administrator for the Ohio Department of Youth Services (ODYS). Previous to ODYS, she served as bailiff and court administrator for Medina County Court of Common Pleas. Marlean has facilitated PREA trainings across the State of Ohio since 2009 within the juvenile justice system educating staff on vulnerabilities of confined youth. She currently has over 28 years of experience working in the criminal justice system.

Sandy began her career in 1982 as a Correction Officer with New York State Department of Corrections. She worked her way up the security ranks from Sergeant, Lieutenant, Captain, Deputy Superintendent for security, Superintendent at Groveland Correctional Facility to her current position as Assistant Commissioner for Facility Operations for New York State Department of Corrections and Community Supervision (DOCCS). While working, she earned a bachelor of science degree in criminal justice from the State University College at Buffalo. She currently serves as an ACA auditor and chairperson

Cheryl is currently a program coordinator and compliance monitor at the South Carolina Department of Public Safety. She reviews the records of secure facilities throughout South Carolina to determine compliance with the core principles of the Juvenile Justice and Delinquency Prevention Act. Cheryl previously worked at the South Carolina Department of Juvenile Justice (DJJ), where 14 years of service have provided her with experience in advocacy and direct intervention, juvenile rehabilitation, delinquency prevention, and mentoring programs.

David recently retired from the Wisconsin Department of Corrections (DOC), where he last served as superintendent of the Black River Correctional Center. Over the course of his career of 38 years, David held many positions, including superintendent, deputy warden, institution business director, finance officer, and auditor. He has many years of experience performing audits and investigations, including for the Prison Rape Elimination Act (PREA). David currently conducts accreditations audits for ACA.

Maren Arbach currently works for the ND Department of Corrections and Rehabilitation as a Training Director. In addition to the training duties, she is the PREA Coordinator for the ND DOCR. Ms. Arbach is a member of the ND DOCR PREA Team and has been involved in all aspects of the development of their PREA program. 

In 2016, Ms. Arbach began Fidelity Correctional Consulting, LLC and began conducting PREA audits. She is certified to audit both adult and juvenile facilities.

La Cole is retired from the Colorado Department of Corrections, where she last served as PREA Administrator. She has more than 30 years’ experience in corrections, having worked in prisons, community corrections and parole. With experience working as a corrections officer, parole officer and an investigator. She has held various management positions within a prison and community corrections setting. 

La Cole began working with the Prison Rape Elimination Act in 2004 and started the PREA program in the Colorado Department of Corrections. She developed the PREA policy and created the processes for the agency, and became the agency’s PREA Administrator. Under her direction, the agency became compliant with the standards. La Cole was certified as a PREA auditor in 2014. 

She also has a Master’s degree in public administration and teaches criminal justice, management and public administration courses.

For the past 17 years, Shereef has attained broad and extensive experience as an associate warden/chief disciplinary officer/classification chairperson/manager/supervisor/specialist/compliance manager/auditor of prison operations, including federal mandates and court-ordered compliance. Shereef is a peace officer who has attained a medical doctor degree, MPH, correctional health professional certification, and an RS/REHS. Shereef can provide expertise in all aspects of PREA compliance.
